WPopt database connection issues on ca-platform-23

The sites we monitor are now back online, so this issue appears to be resolved.

WPopt’s ca-platform-23 server appears to be having database connectivity issues at the moment. We have reached out to WPopt support and hopefully they’ll have this resolved soon.
